Why exactly would you like to disable this?
If this is done to affect the Zaptel cards registration order, then load
the module manually before it gets loaded automaticaly: add it to
/etc/modules .

echo 'blacklist wctdm' >/etc/modprobe.d/arbitrary_file_name
