The Citel Handset Gateways were the best option for our scenario.

The cost per port for the number of buttons on our NEC DTerm/E phones was about half.
Also, no network reengineering.

We connected new 66 blocks to the Citel units. And just cutover from the old to the new.
When you configure the extension on on the Citel, it does not register to asterisk until a phone is connected.

Someday, I will upgrade our network, but using the old phones is much, much simpler at this point.

Also, the way they did their BLFs is very asterisk freindly.  

We have been very happy with our units.
