Actually I believe the process you are describing is the agentcallback feature. Once you are logged in if the agent is configured to have voicemail and does the light should come on.

You don't have to force the light to start blinking.
During (/after) the login procedure tell the phone to resync
it's settings. Dynamically create the settings "page" with some
kind of CGI script on your web server, and just configure the
phone to use the new SIP account.
