YES!

Many machines do NOT work well with multiple analog cards. Especially 
the Digium ones.
Channel banks with FXO circuits are harder to come by on the used 
market, though
Many all FXS channel banks can be had used, though.

If you want multiple FXO's and do not want to go the T1 route, look 
towards the Sangoma A200
