Zaptel interfaces provide timing that is necessary for meetme conferences.
When you start a conference, on the cli you can see that asterisk opens a
"ZAP/pseudo" channel.  So, if you don't have a zaptel card, as Carlos said,
you need to emulate a zaptel interface, and you do that with ztdummy.
