Is this a "bug" or "as designed"?   

In this case, it is not an "include".  The "i" seems to work fine.  From an off list discussion, it appears
that "a" and "o" only work within the Voicemail function.  ??

Since the testing I am doing is outside that function, am I forced to re-configure my dialplan?
