Yes it can be configured on the phone.

Settings -> Call Pref -> Speed Dial Lines -> pick your button & edit

Putting something here overrides the ability to use it as a line button 
and changes the icon to a dial pad. (I have programmed my MoH extension 
on Line 6 so I can listen to my mp3 catalog)
