You can install an asterisk server in each side and the connect the
asterisk servers together via IAX so they can transfer/monitor each
other and the calls between the sites.

Each asterisk server will have a card that will handle your analog
(fxo) lines into the asterisk system.

Will you handle voicemail? fax?
you'll need hard disk space for the voicemail or the received
voicemails can be sent as attachments to your mail server and be
receivend by the users in their inbox.

dont use asterisk for fax yet.

Sync with outlook? I guess you're talking colaboration right?
Zimbra and Asterisk will play along soon, so you'll have a CRM and a
VOIP server working together.
