You (probably) don't need to extend res_snmp to
send traps indicating device status.
You could have a script that polls /proc/zaptel/1
checking the card state, and then sends traps (using
the stand-alone trap sender that comes with netsnmp).

Any good network management station will read the asterisk MIB,
(although we submitted a couple of minor changes on the original version
that was in Mark's patch). You will have to use that station to build
a display
that shows the available data in a form that makes sense to your
business.
