I figured it out. It should read:

# echo "Hello World" | /usr/bin/text2wave -scale 1.5 -F 8000 -o
/tmp/1141915933.wav

The "8" was missing in front of the "000'.

No, I did not install Festival, but I saw that the text2wave module is
in the usr/bin directory.

I'm running RH Ent 2.4 kernel

What OS are you using?  How did you install Festival?  What version of
*?
