That's freePBX or AMP code that we've since fixed - The replacement line is
exten => s,2,GotoIf($["${CALLERID(name):0:${LEN(${RGPREFIX})}}" != "${RGPREFIX}"]?4:3) ; check for old prefix
(Upgrade to freePBX 2.1.1, it's much better, really)
