Is this FXS or FXO echo?  Out of sheer curiosity have you tried disabling the 
EC board (pulling it works) and using MG2 from the latest svn trunk?  I've 
found that the most recent MG2 is *fantastic*, better than the hardware echo 
can on the TE406 for our particular application.
