[asterisk-users] T1 PRI not announce "this is long distance call, please add 1 for this call..."

do something like this in your extensions.conf:

exten => _NXXNXXXXXX,1,Dial(ZAP/g0/1{$EXTEN})
exten => _222NXXXXXX,1,Dial(ZAP/g0/{$EXTEN})
exten => _223NXXXXXX,1,Dial(ZAP/g0/{$EXTEN})
exten => _224NXXXXXX,1,Dial(ZAP/g0/{$EXTEN})

Where 222, 223 and 224 are local area codes.
