shows:

[root at pbx2 tmp]# date -u
Mon Aug 14 23:15:08 UTC 2006
[root at pbx2 tmp]# date
Mon Aug 14 19:15:13 EDT 2006

Ok, so Asterisk uses UTC...

date -u
is showing what?
