If the ATA has echo cancellation then it will be facing the analog device at your end and cancelling echos of the called parties voice that are echoing due to _your_ system. The objective is to keep the echo out of the VoIP network at all costs. Thus;

Yes. However, try to come armed with a good sized selection of PSTN numbers that are generating problem echos so they have something to actually look at.
