Many providers force an IP change on each query (and an sometimes even
more often) to differentiate between the dynamic 'home' accounts and the
static 'business' accounts. Also to stop people trying to run servers.
eg. the one I'm with changes IP address every 30 minutes on their home
accounts, and if you refresh the DHCP you always get a different one.

Best to always assume DHCP. If they have a single fixed IP & no router
they're probably going to require more support anyway, as you'll have to
talk them through ICS setup (assuming they even have ethernet... it
happens, believe me)
