[Asterisk-Users] Czech ISP Problem Connecting

I have an Asterisk softswitch and there is a fellow in Prague trying to register his device on my network.
The switch never sees a REGISTE R request from him although the ATA tested OK before sending it.
The ISP tells me that all users connect through a common non-routeable IP address.   He supplied me with the routeable IP for this fellow's account.  Apparently they have everyone connect to the service through a static non-routeable IP and then there is a routeable IP associated with the account.  I'm certainly no networking specialist and am not sure what this setup is comprised of.  Should I be keying the non-routeable IP into the device as proxy or something like that ?
