No It does not work that way.

Those are the Links digium is providing and hence the links are OK. The
problem is someone deleted the file.

Changing the link
ftp://ftp.digium.com/pub/asterisk/asterisk-1.0.7.tar.gz  to

ftp://ftp.digium.com/pub/asterisk/asterisk/asterisk-1.0.7.tar.gz will
not be of use as Digium does not keep the tarball there.

Without looking/trying, have you checked to see if this works:
ftp://ftp.digium.com/pub/asterisk/asterisk/asterisk-1.0.7.tar.gz
