Yes, it is possible to use the TE110P for both voice (T1 or PRI) and 
data (IP over HDLC). However, if your telco is providing integrated 
T1/PRI, they will very likely not support you using anything but their 
own IAD (integrated access device) to split the voice and data apart.

The most common scenario is for the telco to split off the data as an 
Ethernet connection, then provide the remainder of the T1 (the voice 
channels) as either FXS ports (like a channel bank) or as a fractional 
T1/PRI.
