In the little bit of testing I did with an SPA-3000, I could not get it 
to automatically send the call on to the Asterisk server without 
answering it first. Given that the E911 operator is going to be actively 
watching their console to see when the call gets answered, I don't think 
I'd want the line to be answered and then start "ringing" again as that 
could easily cause confusion.
