I'll keep pointing toward the asterisk-bluetooth bounty here:

Once done, this should allow * to use a bluetooth enabled phone via a
bluetooth dongle.  It'll be grand *when* it works.

Until then, you'll need to consider an FXO port, so the only ATA that
will work with your dock-n-talk or cellsocket would be the SPA-3000.
Alternatively, you can certainly utilize a T100P FXO card to connect.  I
regret that I'm a bit short on first-hand experience, but I'm awaiting
arrival of a cell-socket, which, paired with a SIM-less cellular phone
will provide emergency calling abilities to *.  I'll report once that is
done.

I'm assuming you're giving AU$?  Not sure about the conversion rate, but
I've seen IAX termination to Australian mobile phones for as low as
US$0.14, and to Australian landlines for US$0.018.
