i've built and used the wcfxs and zaptel drivers on 4.11 from 
/usr/ports/misc/zaptel. i've tried with the latest ports 
(zaptel-freebsd-0.10) and there is a bug within zaptel.c, which the 
following patch will fix cleanly. without this, you'd keep getting "Device 
not configured" errors.

let me know if this addresses your problem.
