I've the same problem here with a 7940 and a 7960 using the same firmware
(7.4).

Interesting, I have been having this same problem with a 7940 here,  
using out snapgear router as an ntp server. I don't think I have been  
having that problem on another 7940 that is using the same ntp  
server, so I am in the process of investigating further....
