DivaServer does not have HFC-Chipset.
I don't know QSIG very good, but it is supported with DivaServer, you just 
need to load the firmware with '-f QSIG'.
Since I never used it, I cannot tell if all functions can be done over the 
CAPI interface. But basically it should work.
