Yes and no.

If you have free internet and have Asterisk servers at both ends (of the 
call) then yes, the calls between them will be free.

What I and some others do is group together so that we can offer each 
other free dialing in our respective cities.

This is in New Zealand where local calls are free.

YMMV.
