Can you explain what you mean by "over softphone"? Are you looking for a 
softphone on a PC which can also send FAXes to an Asterisk box? Are you 
looking for FAX functionality in the Asterisk box itself?

Providing FAX facilities in software within Asterisk is very hard, 
However, thankfully, its done :-). rxfax and txfax provide that. They 
are really intended for exchanging FAXes with PSTN lines connected to 
the Asterisk box. If you try sending FAXes over VoIP your success rate 
will be poor (if you use A-law or u-law) to zero (if you use any other 
codec). You really need to used a proper FoIP protocol, like T.38. 
Support for that within Asterisk is not finished.
