I guess you start by writing a driver for it.

Start with the chan_modem stuff already in Asterisk.

If you are NOT in the USA or Canada then you can buy a compatable ISDN 
BRI card.  See the Wiki.

If you are in the USA or Canada then you are pretty much out of luck.
