As I understand it "IOS" only actually referrs to the operating system 
that runs on most Cisco routers and many Cisco switches.  It doesn't 
apply to phones, or other firmware that does not use the IOS command 
line interface.  A lot of people use it as a generic term for any 
firmware for any device.
