the mailbox= has NOTHING to do with extensions.conf at all.

mailbox=voicemailbox at voicemailcontext.

voicemail.conf:

[happypeople]
666 => 1234,Happy Dude

sip.conf

[blah}
...
mailbox=666 at happypeople
...
