If you look at the Silicon Labs spec sheets for the chips used on the 
modules, and then check those pins to see what they are attached to,
you'll find the specific pins used for ground start were never
connected to anything.

So, digium's answer is correct, and its because the pins associated with 
ground start were never engineered on the printed circuit board to
go anywhere. Can't be changed.
