The Sipura SPA-2000 has that limitation, and the linksys ATA is based
on Sipura technology, so it would not surprise me if the PAP2's have
the same problem. Aparently, the Sipura SPA-2100 does not have this
limitation, when the most recent firmware update is applied to it,
however.
