the system only wants to start at s extension because you have immediate =
yes in the zapata.conf somewhere for group 1.  one issue is that the mitel
probably is stripping the 9 from the dial string before sending the call out
the t-1.  could you should post your extensions.conf for the outgoing
context?

somewhere in here you have an immediate=yes if the system jumps to the s
extension.  if the mitel is set for E&M wink this would need to be
signalling = em_w.  If the card in the mitel supports PRI I would strongly
suggest moving to that instead of E&M, you will get caller ID with PRI and
there are far fewer timing issues.
