Considering that your "Mark fixing bugs like crazy and not many new bugs
being reported" assertion applies to the CVS head, perhaps 1.0 should
be re-tagged as 0.9 (or whatever), and the current head be branched
off to form a 1.0 release candidate.

Development (new features etc.) could continue on the head, with bug
fixes being applied to the new branch, with a view to a full 1.0
milestone release.

The current CVS head is reportedly more stable than the current 1.0
branch, and I can confirm its stability from my own use.  People have
been forced to move to 1.1 because of the timestamp changes that broke
backward-compatibility, so moving to the current 1.0 (stable this time,
honest) would actually be a downgrade.
