I don't have a 410P, but you might take a look at
/etc/asterisk/logger.conf
and add "debug" to the messages line. Restart asterisk and check
the /var/log/asterisk log files.
You can also try running asterisk from the command line (as opposed
to starting it via safe_asterisk) with switches -gdvvvvv.

e&m signaling was designed years ago to address the problems that
existed with loop start, so yes it is more reliable.
