Sanity check, make sure the lines look like this:

[to-pstn]
exten => _1NXXNXXXXXX,1,Dial(Zap/1/${EXTEN})
exten => _NXXNXXXXXX,1,Dial(Zap/1/1${EXTEN})

Then, make a call and post the messages from Asterisk.
