The explanation is simply: "Registration" only makes sense for 
host=dynamic settings. The only purpose of registering is to tell the 
server at which IP the phone can be found. So just stop the phone from 
registering (or look at defaultip=xxx.xxx.xxx.xxx instead of 
host=xxx.xxx.xxx.xxx).
