Hm are you sure? User A is in Britain with a Norwegian mobile using a 
Dutch SMSC number sending a SMS to user B with a Hungarian SIM card who 
happens to be roaming in Spain.

Are you sure User A will learn if the SMS was received/ not received by 
user B?
