Not sure if this is what you want:
 o enable the call waiting feature
 o set the "redirect to VM on no answer" on the phone to "0" == disable
 o now, if the phone is in a call, you see a new incoming call
   but on "no answer" it will be directed to voicemail via asterisk

At found this at a quick test this morning, I will check it out later
to crosscheck.

btw: you can also disable such function in the "gui", so users cannot change
it!!
     via the tftp configuration.
