Asterisk should only pick up in 1 of 3 conditions:
1) you have an answer() statement in your dial plan
2) your dial plan dials the extensions and one of the IP phones picks up the 
call.
3) Asterisk drops the call into voicemail.

I'm thinking that you probably have an answer() statement in your dial plan 
before the dial() statement.
