This is no problem for GSM. You can place emergency calls without 
unlocking and even without a SIM-card. And best: You can use not only 
the "911" (that is valid in the US) but also the "112" that ist valid in 
most parts of europe and mostly the "08" that is valid in a country I 
don't know. This is interpreted by the phone and the phone just sends 
"this is an emergency". You can also use any provider and got priority.

So GSM and emergency calls is really no problem. I don't know the 
situation in the non-GSM states but for us everything is great.
