That's not the issue :-)

The issue is that the thread that sends qualify messages has to have a 
list of peers to send them to, and it works off of the peer list that 
the channel driver keeps in memory. When using realtime config, the only 
peers that are ever in memory are the ones that are currently active 
(involved in a call on a channel); the remainder are "invisible" to the 
qualify thread.

Certainly the qualify thread could do some sort of database query to get 
the list, but currently it does not.
