[Asterisk-Users] Dialing Problem with Welltech 3806 FXO gateway

I am using the Asterisk 1.0 Dial function in with a Welltech 3806 FXO
Gateway.  I have been trying to use it in a manor as below...

Exten => 9,1,Dial(SIP/106/9)

Or 

Exten => 9,1,Dial(SIP/106,,D(9))

Asterisk will make the connection to the correct channel, but will not
dial the 9 before connecting to the phone.  The phones we are using are
Uniden UIP200.

Any Ideas?
