Bingo... MailboxExists(mailbox[@context]) is more like 
MailboxExists(mailbox at context).  Omitting the context was my point of 
failure.  When it's there everything works nicely (except CLI command to 
show voicemail users).

I will document this in the wiki as soon as I have enough free time to 
figure out how :)
