Perhaps he meant "fax won't work *reliably* over IP".  Any slight jitter
or packet loss (even with PLC) will cause the transmission to fail.  The
fax will have to be re-sent from the start of the page every time this
happens.

You might get the fax to send, but you could be there all day trying.

I don't use fax, so I don't really care either way.
