That is quite a few calls. You may need more than one machine.

For a large scale connection to the pstn a multiport T1/E1 card is the way 
to go. the TE410P and TE405P from Digium gives you 4 ports. 

For large scale phone connections I can think of two options. Either use
E1/T1 ports and channel banks to hook up analog phones or use VoIP phones. 

It is an interesting large-scale deployment you are talking about. Without
knowing more about your situation it is hard to give anything but very
general remarks. Given the scale you may also want to contact a comercial
Asterisk consultant.
