Your trying to open channel 1 (ZAP/1) to create
another call....
If you grouped all your channel correctly, then
try using ZAP/g1 (see that "g" before the "1")
in /etc/asterisk/zapata.conf you should have
something like
group = 1
channel => 1-15,17-31
In that case everything should work fine!
