We've considered this, and we only let each number be called once, this 
is obviously not perfect, which is why we don't allow free email 
accounts to sign up, again not perfect but each layer helps. We also 
introduced a 15 minute delay, with no other calls to be queued at the 
same time, this is to reduce the instant gratification in having someone 
pranked and also limit the number of calls each account can make, at the 
end of the day people using FWD to make free calls in the US would get a 
better buzz then trying to abuse our system...

To unlock a number people have to email us...

This is like asking how long a piece of string is, it's as long as the 
sum of 2 halves... How much per meg are you paying...

Depends how much you pay per meg...

Also have you thought about using a provider that offers DoV?

However even at Telstra rates of 18 and 19c per meg, it's about 400 
seconds for 1Meg of data at 2.5kBytes/second, or 6.6minutes for the cost 
of a local call...

Can't comment in general I haven't done enough testing to conclusively 
say however testing between myself and a friend using GSM and SIP, 
friend was using a SIP client over the internet to my asterisk server on 
the gateway of my LAN was averaging between 2.2 to 2.5kBytes/second...
