Do you have internet email accounts on the exchange server ?

If this is the case then you have an mx record in DNS that points to your
exchange server. This also means that you have the smtp part configured in
the exchange server so it will accept smtp messages from the asterisk box.
And then you just use the users email adr. as voice mail destination.

POP3 and IMAp is just for the end users connectivity to the exchange server
and has nothing to do with how asterisk delivers voicemails to the exchange
server, for this purpose is SMTP used.
