You have both of these living at extension 22, is this what you really want?

Try adding these lines to your [diaxcalls] context:

exten=>24,1,Dial(IAX/himtel)
exten=>25,1,Dial(IAX/hem)

(I skipped over 23, because I expect you goofed above.)
