% cd /usr/src/asterisk; patch -p0 </path/to/asterisk-nl-patch

should work in most circumstances.

'sox foo.wav foo.gsm', but Asterisk will digest the WAV files just
fine. Of course, if you do everything with GSM codecs anyway you may
want to convert them into GSM, but otherwise I think you don't want
to bother (unless someone educates me otherwise).

I ship 8kHz WAV files because that corresponds to the highest quality
you need for phone systems (I get the recordings in CD audio quality,
but that'd be exaggerating ;-)).
